  ワ10130 - ワ10199, 70 cars, JNR Tsuchizaki shops;
  ワ10200 - ワ10299, 100 cars, JNR Niitsu shops;
  ワ10300 - ワ10399, 100 cars, JNR Nagano shops;
  ワ10400 - ワ10449, 50 cars, JNR Omiya shops;
  ワ10450 - ワ10499, 50 cars, JNR Tadotsu shops;

This type is the successor to the ワ22000形 manufactured during the war. After the production of the ワ22000形 ended, although the 15-ton ワ23000形 had been produced, the post-war recession led to a demand for more, smaller cars, resulting in the manufacture of the ワ10000形, along with the トム60000形 gondola, the テ1000形 steel boxcar, and the ツ4000形 ventilated boxcar. This type was manufactured using some parts from the トキ900形 gondolas that were left incomplete at the end of the war.

The basic structure of this class was similar to that of the ワ22000形, but with the height and width slightly increased, leading to an increase in volume from 24.0 m3 to 26.4 m3. Also, in order to improve running stability, the axle spacing was increased from 3,000 mm to 3,500 mm. The axle was a 12 ton short axle, the suspension was single-stage link type, and the maximum operating speed was 65 km/h.

The single side door was 1,500 mm wide and had two reinforcing ribs. The dimensions of the cargo compartment were 5,750 mm in length, 2,300 mm in width, 2,000 mm in height and 13.2 m2 in floor area. Overall length of the car was 6,700 mm, the overall width 2,500 mm, the overall height 3,360 mm, and the total weight 8.3 t. The loading area had a wooden lining of 20 mm thickness, with a double-walled structure leaving space between the inner lining and the outer wall. At the top of the end walls, there were three pressed-steel vents of the same design as on the ワ23000形. The roof was made of 20 mm thick wood fastened to steel rafters, and covered with a waterproof cloth lining.

Due to limited underfloor space, the smallest variant of the KD type air brake, the KD 180 with separate brake cylinder and air reservoir, was used.

JNR's timetable revision of 1968 increased the speed of freight trains, and because these cars were still quite new, they were all rebuilt with two-stage link type suspension to allow for a maximum operating speed of 75 km/h. 498 cars of the type were rostered at the end of 1968. Scrapping began in 1978, with the last car being retired in 1982. In their later life, many of these cars were used for company service along with cars of the ワ12000形.
